OECD iLibrary is the Organisation for Economic Co-operation and Development’s online library for Books, Papers and Statistics and the gateway to OECD’s analysis and data. As well as it's own publications it contains all the publications and datasets released by the International Energy Agency (IEA), Nuclear Energy Agency (NEA), OECD Development Centre, Programme for International Student Assessment (PISA), and International Transport Forum (ITF).

Site licence
This Agreement is of 3 years duration. Institutions may join the Agreement at any time during the Agreement period. They will then be committed to the end of the Agreement Period unless they give appropriate notice to cancel.
Notice to cancel must be received by 30 October 2019 or 30 October 2020.

Universities, colleges and other learning, educational and research bodies in the UK and Republic of Ireland.
Other organisations aligned with Jisc’s charitable objectives of supporting education, research bodies and the public sector may ask to participate in the Agreement. Chest will liaise with the Supplier about any such requests.
This is the third renewal of the successful agreement which commenced in February 2010. The renewal overlaps with the previous agreement to allow new subscribing sites to participate beyond the expiry of the previous agreement.

Users can also access a range of open international macrodata, including data from the OECD, World Bank, UN, Human Rights Atlas and IMF from 1945 to the present including:

The Chest Order, together with the Licence Terms and Conditions and any exceptions listed below, create a legally binding contract between your institution, organisation or company and the Licensor. Therefore please read the terms and conditions carefully and only submit a Chest Order if its terms and conditions are acceptable to your institution, organisation or company and you have the authority to make the financial commitment shown.
This Site licence is subject to the terms and conditions for the Standard Chest Licence for Online Resources except that clause 10.4 has been amended. The amendment is shown at the bottom of this page.
This Agreement is of 3 years duration, commencing 1 February 2019 and terminating 31 January 2022. Institutions may sign to the Agreement at any time during that period.
On receipt of a completed order, Institutions will be invoiced for the Agreement year in which the Licence is signed.
For the subsequent years, unless cancellation notice is received by Eduserv, Institutions will be invoiced three months in advance of the anniversary date of the Agreement, on 1 November 2019 and 2020.
Those sites subscribed under the previous agreement shall be obliged to re-sign under these terms and conditions before expiry of their licence (31 January 2019) in order to continue a subscription.
There is monthly, pro-rata charging for Institutions which become licensed partway through a licence year.
Chest is an Enterprise of Jisc. All Purchase orders must be made out to Jisc, 4 Portwall Lane, Bristol, BS1 6NB to cover all charges plus VAT.
All terms contained in a PO are expressly rejected and do not form part of the Licence or vary the Licence terms in any way.
Payments are due within thirty days of invoice date; recipients of late payments are entitled to interest in accordance with UK statutory provisions.

The resources can be used for Educational Purposes – defined as:

The Fee for early termination in accordance with clause 10.4 of the Terms and Conditions for the Standard Chest Licence for Online Resources is nil.
The Fee for retention rights upon termination in accordance with clause 10.5 of the Terms and Conditions for the Standard Chest Licence for Online Resources is nil.
Post termination copies of parts of the Licensed Material already made and/or used by the Licensee or Authorised Users in accordance with clause 2.2 may be retained and used in accordance with the terms of this Licence Agreement – see Licence Term 10.5
Once the Agreement has terminated then no further access to the service and to future publications will be possible unless the Agreement is renewed or extended.
If the Agreement is renewed or extended then new conditions will apply. If the Agreement is not renewed then renewal is a matter between Institutions and OECD.
Institutions have the right to opt out of the agreement each year by giving notice on or before 1 November to cancel with effective from 31 January the following year.
Personal licences are not available under this Agreement.
Please note that clause 10.4 has been amended for this Agreement. The written notice period is now 120 days, and not 60. Therefore, written notice of early termination should be served on or shortly around the 1 October prior to the subsequent term end date of 31 January.

Price for UK HE and FE is based on Jisc Bands.
Those organisations without a Jisc Band accepted by OECD will be banded on application to Chest Help.
